into boston but there are some problems, route 1 in chelsea area southbound at carter street. there is an accident. you have some trouble there. the south 27 minutes from the split up to the tunnel. but in rockland, an overturned vehicle. two lanes blocked on route 3. be aware of that as you connect. some red and problems on 128. turnpike is looking good and closer to the city some issues on 128 headed into boston. a look at drive times so you know what you are dealing with heading outth split to the tunnel 25 minutes. 13 minutes 123. and 128 to the zakim, 27 minutes. back to you guys. breaking overnight, a home goes up in flames in somerset. first responders rush to the scene on clear view avenue. the fire started just before 2:00 this morning and right now no reported injuries. still no word yet what caused the fire. happening today, boston mayor marty walsh promising that changes are coming after a

week. and today city officials plan to meet with counselors and really important here parents as well. >> as they work to make sure that a tragedy like this never happens again. 7's victoria warren live in south boston with the details. vicki? >> reporter: they will be putting together several important changes and that is what they will go over with the counselors and the parent. the counselors will be arriving back here at the curly center at some point this morning. these counselors describe 7-year-old star of the summer drop-in program. he dade last week. his body found in the water after counselors somehow lost sight of him in the afternoon. the city-run summer drop-in program at the kurmly center stopped for several days, and now the city is getting ready to reopen it with new procedures in place. the new rules include counselors taking a head count every hour. all kids going into the ocean will wear life preservers, and they are increasing staffing levels.

two counselors for every ten children. other plans here at the curly center include getting 34 surveillance cameras working and making sure only one entrance is used for this summer drop-in program. but again, counselors are due back here at some point today. and they will learn all of these new procedures. there is also a plan to speak with parents later in the day and get them up to speed on everything that is happening and the idea is that the center can be reopened to the childrenh program tomorrow. live in south boston, victoria warren, 7 news in new england. >> vickie thank you. working on high-profile bills before the season ends. ride-sharing companies regulation like uber and lyft. they sent a bill to governor dharlly baker and if it is signed they will require background check for drivers and impose a $.20 fee for each

ride-sharing companies can pick up at logan airport and the convention center as well. the governor planning to sign a bill that would require men and women to receive equal pay for equal work. massachusetts lawmakers unanimously approved this bill. it does not allow employers to ask prospective workers to provide a salary history. and government is set to sign that later this afternoon. a swampscott man celt to face a judge after his home goes up in flames over the weekend. the suspect purposely burned down his home on yesterday afternoon. a fire fighter was taken to the hospital for heat exhaustion. the homeowner has been charged with arson. wild weather hitting parts of maryland hard. take a look at the water seen rushing through the streets there, taking cars and people with it. roads were washed out and with the water gone destruction is left behind. and more bad news. rain could be moving back in as well. 7's jennifer eagen live in the control room with the latest.

they got as much rain in two hours that they were supposed to get all month long. took several hundred people by surprise and two people did not survive. >> get inside! >> get inside! >> reporter: powerful flood waters sweeping through historic ellicott city on a saturday night. >> there are people in the water! >> oh, my god. >> reporter: deputies watched as people hung on to cars floating down the street. inside that car, a woman trapped residents jumped into action forming a human chain to get her to safety. >> i will never forget seeing that video of the human chain saving that person out of that car. i'll never forget that. because that tells me what peep in ellicott city are like. >> reporter: in all 120 people had to be rescued. two people did not survive. six inches of rain in two hours was too much for ellicott city. it took a direct hit. the water receded fast, but the

cars flipped on to each other. streets ripped apart. businesses destroyed. >> just devastating to see some of the businesses that are totally gone. totally gone. like i don't even know where to start. >> reporter: maryland's governor declaring a state of emergency. >> i just want to come and hug people, and let them know that we are all going to be with them and help them get back to normal. >> reporter: the river, which runs through that area, rose 13 feet on saturday night. they expect to get more rain y in the control room, jennifer eagen, 7 news today in new england. the search continues for a sexual assault subject in hingham. investigators believe this man broke into a home and sexually assaulted an elderly woman thursday night. police say the suspect is about 65 years old with thinning gray hair, brown eyes and a thin build. if you recognize the man in this sketch, police want you to contact them immediately. providence police are investigating a murder suicide involving a retired police officer. investigators believe the

authorities say he then drove to new jersey with his wife's body and turned the gun on himself when officers spotted hip on highway. police say they became suspicious after the retired officer called his children saying he had done something bad to their mother. >> by the way officer osgood was talking it seemed like we were concerned with the safety for both his wife and himself are still looking for a motive behind the shooting. new this morning, a russian transport helicopter has been shot down in syria killing all five people on board. according to the russian defense ministry, the helicopter was returning to a russia air base after delivering humanitarian goods to the city of alepo. this is the deadly single incident for the russian military since it became involved in syria's civil war. the latest to the race for

about 1,000 pokemon go players gathered in central rome to hunt pokemon and tour the city. organizers were surprised how many people showed up, especially with the soaring temperatures in the city. the meeting point was at the arch of constantin right next to the coliseum. and i just said i was on vacation and i have never run into these pokemon players. there were so many young kids, especially boys, just running into people, not paying attention.

are getting ready to head out the door. i think the best chance for showers to be scattered will be central mass and for western mass. but for the north shore, south shore boston. shower activity will be more isolated and definitely in nature. keep an eye out there. this fro t been kind of stalled bringing the doomy gloomy weather and now again today. this will push offshore and high pressure will help that happen. as we head into tomorrow afternoon, tomorrow afternoon will drop south from northern new england and help bring back the sunshine, temperatures in the 80s and lower our dew poin points. we do need any rain we can get. this bright orange is a severe drought area and stretches from central mass up along the north shore into southern new hampshire here. we will take any rain we can get. and in fact, can you believe today is the first day of august, and july 2016 actually topped out as our 8th driest on

we should have just below 3.5 inches, and we barely made it to .09 of an inch. we need any rain we can get. i will keep the umbrellas handy until tomorrow morning. an isolated chance for a shower tomorrow morning and drying out as we head into wednesday and thursday and that's when those dew points are going to drop down too and it won't feel quite as muggy and humid out there. feel more comfortable. for today, temperatures are below normal in the low to those winds are out of the west and so they are on shore 5 to 10 miles per hour. mostly cloudy throughout the day today. kind of a gloomy monday. for tonight, we will watch for spotty showers as well as drop e have that really moist air. the drier air gets cooler during yot every night hours and we won't have that for us the next couple of days. tomorrow an early shower. as we head into the afternoon, i think we will start to see the sunshine and temperatures going to stay below normal.

the dog was eventually freed and and to be okay. a wild moment at boston franklin park zoo when a gorilla kind of showed you have its wild side. >> anchor: one couple was filming when the close call occurred and they were grateful that a glass wall was between them. >> reporter: the man and his fiancee was watching the gorilla for several minutes when it suddenlypeumped at the captured on camera, this gorilla on all fours slowly looking around before it went and jumped at the glass. >> whoa! >> he was fast like lightning. >> reporter: he shot the video while checking out the exhibit at the franklin park zoo. >> no one was antagonizing him. >> reporter: watching the gorilla that he was communicating with the crowd.

's victoria warren live in south boston with details. vicki. >> reporter: good morning, sarah. they will meet with counselors and parents later. the counselors will be back hereto at the curly center walking past the memorial. they describe 7-year-old kazr willis as the star of the summer drop-in program. he died last week. his body found in the water him in the afternoon. the city runs the summer dro drop-in program at the center and the city is getting ready to reopen it with new procedures in place. so these new rules include counselors taking a head count every hour. all kids going into the ocean will wear life preservers. they are increasing staffing levels. the youngest children will have two counselors for every ten children -- every ten children. other plans include getting 34 surveillance cameras working

summer drop-in program only one entrance is used. so, again, counselors are due here today and they will go over all of these new procedures with them. the idea is to open the center back up to the summer drop-in program for children tomorrow. live in south boston, victoria warren, 7 news, today in new england. state senator ken donnelly is in the hospital and he is preparing for surgery. donnelly making that announcement with a message on his facebook pag he was admitted to mass general sunday evening for an undisclosed medical issue. portsmouth, new hampshire police are looking for a person responsible for spray painting a bold message at the city's police department over the weekend. someone spray painted the words "i'm drunk" on the side of the building saturday night. the message has since been removed. sharon police are on the lookout for this man accused of a dirty job. investigators say 24-year-old aaron mu ll stole several things from the house when he

old from merrimack were pulled from the water yesterday afternoon. both victims were not wearing life jackets at the time. there are new details about an alleged assault on an orange line train. the mimi has eyed the suspect as jose gutier. the 40-year-old man wanted for questioning regarding an assault with a dangerous weapo weapon. the incident happened on a train at the tufts medical station tuesday night. a public hearing will be held in boston coming up on thursday t to have police officers use body cameras. the hearing will take place in the community. last month the department announced it would provide 100 cameras to officers and the pilot program is set to last about six months. commissioner evans said he hopes to start the program this month. the city of boston will take part in the national night out campaign. according to the globe the mayor and the police commissioner will visit neighborhoods throughout the city both tonight and tomorrow. the campaign designed to

also on 7, water worries popping up in yet another american city. portland, oregon where elevated levels of lead were found in the drinking water of public school fountains and faucets leaving many outraged with their children's safety in jeopardy. >> reporter: signs of a water crisis at portland public schools. water fountains turned off, bottled water handed out. [screaming] >> reporter: for parents and ter leaked to a local newspaper showed lead levels above the epa standards. >> we have an old -- we have all been drinking gallons and gallons of sink water because we didn't know. >> where does the buck stop when notifying parents know thatly levels are you dry. >> it stops with the superintendent. >> reporter: the superintendent announced her retirement the same day when they failed to deliver clean drinking water to

tests high lead levels at 75 portland schools. the federal standard for lead in drinking water is 15 parts per billion, but at one high school, fountains came back more than 300 parts per billio billion. and at one elementary school, a tested at more than 25 parts per billion. the district's acting ceo has promised bottled water for the entire school year. the permanent fixes could be a long time coming. >> we don't have the resources to do all the fixes. will be in t h >> reporter: the district is offering voluntary lead screening for students and staff. of the few hundred tested, 21 has seen elevated levels in their blood. lead has also been found in schools in boston, newark and los angeles. the summer as parents prepare to send their kids back to school, they are asking what is in their water. officials say a faucet at one school in portland has more lead than a number of places in flint, michigan. we have new details now.

nation's deadliest hot air balloon crash have been identified. alfred nichols was piloting that hot air balloon carrying 15 other people before it caught on fire and crashed over the weekend in texas. investigators are confirming that the balloon hit power lines. detectives have identified these two victims. family friends say matt and sunday rolan were on board. the couple newlyweds and leave behind a 5-year-old son. the couple was posting photos ng during the ride to social media. >> it's pretty haunting. the -- the photos really sort of kind of continued until just literally a couple of minutes before they -- the reported time of the incident. >> anchor: right now police are looking at the weather conditions and how the balloon was maintained as part of their investigation. to the fight against terro terror, the taliban is taking responsibility for multiple

this is a truly remarkable story because a skydiver has made history with a jump in can ca. his name is luke aikens and he jump feet with no parachute or winged suit and you see what happens. hit that right in the middle. that was the safety net and he became the first person to survive a jump that high without a parachute. the net -- i mean this story just captivates me. 100 feet by 100 feet. he was going about 120 miles per hour through the air, and by the way, he has -- well, it looks like it is on the edge there. >> anchor: i feel like that is a little too close.

watching these showers moving through western new york and up to the north. so we will keep an eye on the sky for those scattered showers throughout the day today. the best chance for those showers to be scattered in nature will be for those of you through central mass and western mass. for the north shore, south shore, boston, i think those showers will be more hit and miss and more isolated throughout the day today and into tomorrow. so this stalled front will start to push offshore, and high pressure will hen that happen. and as we head into tomorrow, i think we will start to see those b as high pressure returns, and this will also start to warm up those temperatures as we head into the middle of the week. so a chance for showers through tomorrow morning and then wednesday into thursday. we are drying out and that's when you can start to put those umbrellas away. that is also when your dew dew points are going to drop down into the 50s. wednesday and thursday, it will feel a lot more comfortable out there and temperatures are also going to warm up into the 80s. today though, mostly cloudy. scattered showers. a muggy monday. temperatures in the low to
